Is this a bug?

For example, if I have a vertical split of two windows as the left child of a horizontal split, I can't mouse-resize the divider of the horizontal split from within the nested vertical split, but I can resize it from the single window on the other side. This should be made clearer by the following diagram where `O` designates where I'm clicking:
