Can I make pop up windows steal focus when in full screen mode?

When I use any program in full-screen mode and a window pops up, the popup will be hidden underneath the full-screen window.

Is there any way that I could change this, i.e. set things up so that pop up windows will steal the focus of even full-screen windows?
