How do I register for an account to be able to submit bug reports, patches and comment on reviews?

I know I can submit bugs without logging in, but is this the only way? And how will it work with commenting on the review of a patch I submit?

You can do all actions anonymously. If you strongly prefer an account, you can send a username plus htpasswd hash to me via email and I’ll make you one.

I just now saw that I can comment on reviews as well, I just clicked once (since I'm used to Crucible) and not twice. Silly me. Thanks!
